Roaming means traveling outside a carrier's local area.
Roaming allows cell phone users the ability to move from one carrier�s coverage area to another, without interruption in service or dropped calls.

Wireless carriers have roaming agreements among each other, where if a caller travels outside their coverage area, the other carrier will provide the service and charge your carrier for the service.
